Abstract

Frekuensi bencana seperti banjir yang terus meningkat dan jumlah penduduk yang terdampak semakin besar, penelitian tentang komunikasi risiko bencana di Kota Makassar menjadi sangat mendesak. Penelitian ini berfokus pada strategi komunikasi risiko bencana dan upaya memperkuat ketahanan masyarakat dalam menghadapi banjir. Tujuan penelitian ini adalah untuk melihat upaya yang dilakukan pemerintah beserta tantangan yang dihadapi dalam komunikasi risiko bencana untuk memperkuat ketahanan bencana. Penelitian ini menggunakan pendekatan kualitatif yang melibatkan berbagai metode pengumpulan data, termasuk wawancara, observasi, dokumentasi, dan Focus Group Discussion (FGD). Data yang dikumpulkan ditranskripsi dan dikodekan menggunakan alat analisis Nvivo 12 Plus. Temuan ini menunjukkan bahwa pemerintah Kota Makassar dalam meningkatkan ketahanan bencana melalui penyebaran informasi real-time menggunakan media digital serta rutin melakukan edukasi dan pelatihan mitigasi di komunitas. Sistem Peringatan Dini dengan menyebarkan informasi melalui SMS dan sirene. Namun, tantangan utama meliputi keterbatasan akses teknologi di daerah terpencil dan fragmentasi informasi yang tersebar tanpa koordinasi yang baik. Akibatnya, penerimaan informasi oleh masyarakat tidak merata, memperlambat respons dan mitigasi bencana. Dampak dari tantangan ini adalah terjadinya kesenjangan dalam kesiapsiagaan masyarakat, yang mengakibatkan peningkatan kerentanan dan lambatnya penanganan saat bencana terjadi. Untuk memperkuat ketahanan bencana di Kota Makassar, diperlukan peningkatan akses teknologi dan koordinasi informasi yang lebih baik, sehingga komunikasi risiko bencana dapat disampaikan secara merata dan efektif kepada seluruh lapisan masyarakat. Kontribusi unik penelitian ini adalah menyoroti pentingnya integrasi teknologi digital dengan pendekatan berbasis komunitas dalam komunikasi risiko bencana untuk mengatasi tantangan akses dan fragmentasi informasi, sehingga memperkuat respons dan ketahanan bencana di tingkat lokal.
